As temperatures rise and extreme weather becomes the new normal, cities are no longer just the victims of a changing climate; they are emerging as the strategic leaders of global action.
Why are cities uniquely positioned to lead?
What are the primary risks they face, and which practical strategies actually work to reduce them?
This talk explores the transformation of global cities over recent decades. We will navigate the essential building blocks of urban resilience, moving from high-level planning and governance to the practical integration of precision data and smart technologies.
Through the specific lens of the urban canopy, we will examine a deeper paradigm shift: moving from merely "controlling" nature to designing cities that can adapt, regenerate, and thrive.

About the speaker
Shira is an architect and urban planner with 20 years of experience in the public sector. Most recently, as the Head of an Environmental & Sustainable Planning Department, she focused on turning climate policies into real-world urban projects - from city-wide forestry plans to complex resilience initiatives. She has led large-scale initiatives in Nature-Based Solutions (NbS) and climate adaptation, examining how people, design, and climate fit together.
Shira holds a Master’s in Urban Management from Erasmus University Rotterdam and a B.Arch from the Technion. Now living in the Netherlands, she connects the extreme climate challenges of the Mediterranean with the future of Dutch cities. She is a strong believer in Nature-Based Solutions as a way to protect quality of life, environmental health, and social equity in the city.
